They will get whatever performance 20-25W gives them is my educated guess. This is because a small and discrete form factor is important to them, and the Wii 2 will be a continuation of that design philosophy.
So No HDD (Flash yes)
Perhaps a slow spinning BR/HD-DVD drive (no movie playback)
and say 1024MB of Ram
Along with a modestly clocked 2/4 core PPC CPU and a modest ATI GPU (Whatever goes for modest at the time, probably IGP levels, i.e. 7W or so)
