I've seen something similar to this once with someone who had a (really) awful HDTV ...
It was a cheap Chineese LCD HDTV that did a very poor job scaling the 480p signal to (IIRC) 720p, it was slow at upscaling (so it had to buffer frames and was always a couple of frames behind), and the actual screen had an awful response time. The end result was a blurry mess that had somewhere between about an 1/8 and a 1/4 of a second lag.
