Speak to the Zora around the place... they will give you a hint.
Or if you want to be told exactly... I think you hae to go to Kakariko and find the grave of the Zora boy's (the one who was ill in Castle town) Mother... she gives you something, and then when you speak to the zora boy he will give you an earring that you can use to fish a red fish out of the zora fountain areas.... then you smell the fish as a wolf and it will show you a scent trail up the mountain.
I can't remember exactly, but you may still be before the bit where you have to protect the wagon from Castle town to Kakariko.

Ah, I got a few facts mixed up... after you have talked to Ashei (the girl just inside the snowy area) she gives you a drawing of a monster... take that drawing to the Prince Ralis (the sick zora boy) who is inside the cave bit of his mothers grave... he will then give you the earring and you can now catch the red reekfish.
