What does that mod do mainly?

They can modify the game essentially and can range from creating something new or just tweaking something with the main game itself. For example, popular Valve games like Counter-Strike, Team Fortress, and Day of Defeat started out as mods and as already stated in this thread, Oblivion mods can make the game look like new.
