The game was amazing yes...I guess you are right in saying its structured like No more heroes...but gameplay is nothing alike. Its more Resident Evil and MGS...
While there was driving like you pointed out, and VR missions for training, those elements are maybe 30% of the game. Especially after you get to know the city...it takes 30 seconds to drive over to the next mission which last 15-20 minutes.
And I disagree with you that the cover system isn't used much. While its not the core element around which everything revolves around, it is an essential feature of combat which is the major part of the game. I beat the game, and later levels on the boat or in the mansion have no VR or motorcycle elements and are all gunfights. There is no health regen and you take 6-7 bullets, you die...so you better cover up.
