You don't need Steam to try demos, you can simply download them from some other sites. And I mean demos, not full games. But to answer your question, yes, Steam is free. Sort of. You can join it for free but if you want full games on it, they'll cost you.
Also, that PC will run most games, including Crysis, but you will probably have to set your settings to 'low' or similar on newer games (including Crysis). Not a good PC but will do. Just don't expect it to run all the newest games (ArmA II being the main example I can think of).
