Depends on what you compare it to. I mean gamefaqs? Obviously. Gaf, it's popularity attracts a ton of stupid people, even if there are a few smart ones there. IGN or gamespot board, hell yes. But I haven't been everywhere, so I can't say that there isn't a smarter videogame forum out there.
