Dude, unless they say specifically how some critical aspect of the game cannot be done on one console or the other in absolute terms you cannot take such comments at face value.
Game A uses 490MB of ram on the Xbox 360.
Developer: It cannot run on the PS3. (Secret reason due to OS requirements)
Reality: The game developer could cut down a couple of things to save ram.
Example: Vines in Call of Duty World at War not present in the PS3 version
Game B uses relies on the Cell heavily for verticies.
Developer: It cannot run on the Xbox 360 (Secret reason the models are too complex)
Reality: The game developer could lean on the tessellation unit in the Xbox 360
Example: (Not any that im aware of as of yet as its only recently had the tools developed)
Game C uses 17GB of space
Developer: Cannot be made on the Xbox 360 (Secret reason is it uses too much space for audio and cannot be spanned over multiple discs)
Reality: The developer could cut the sound down to 5.1 and compress using a lossier codec which most people wouldn't notice.
Example: Dozens of games out there are this way.
The statement may be litterally true and misleading at the same time. Unless they say something which is both absolutely critical for the game and cannot be done on Xbox 360 its a lie by omission. A game which cannot stand up with lower quality visuals isn't really a game worth buying anyway if you take the visual degradation route.
