I don't agree with jjseth.
Your reasoning for saying it ISN'T a failure is that
A) It's new and most people choose the 60 GB starter pack because it's the better value. (That doesn't seem to refute the failure accusation)
and
B) Wait til the 60 GB is out of stock, then you'll see an increase.
Yeah, the 40 GB will sell more when the 60 GB disappears, but if you eliminate the best package, of course more people will have to buy the less desired unit. Last time I checked, that's not much of a success...just forced buying.
