At times, it is used as a scapegoat.  However, the fact that a player actually participates in a violent event in a video game could possibly make it a bit more likely for someone to become violent.  This wouldn't apply to most people, but I wouldn't throw it out as something that makes video games more provocative than a movie or comic book.
