Steam is infinite as far as I know, and the PC (unlike consoles) has that advantage in the system is always the same and what not (just a new OS, but a PC is still a PC) where as we don't know if the XBox 720 will run on the same hardware.
Correct me if I'm wrong, but I believe XBLA all runs on the same software/emulator, so It should be as easy as putting that emulator on the 720 and Microsoft having access to your old purchases to allow you to re-download games.
I guess we won't know for sure till the next XBox is out. I doubt MS/Nintendo/Sony would be willing to piss everyone off by making everyone re-purchase, because that would be a heavy thread to any support for DD.
It's just that simple.
