They do. Just look at the percentage of Windows operating systems sold pre-installed on new computers. Only one to have an impact is Apple, and Apple doesn't sell its operating system outside of its own hardware. So yes, M$ really seems to have a monopoly.
And, did someone say monopoly wasn't smart business? The point is, that if M$ doesn't change, or get its standards driven to internet content, someone will eat away its market. Times change and their businessmodel is from the past.
