The underlying reason is simple, if dishonest. If Bush is found to have to have done the wrong thing it would be the biggest blow the republican party have ever received.
Mind you as per your second outcome, Bush already did a lot of shit that made half the world hate you (read: war). If he is brought to justice half the world will love you again.
However, Obama does not have my support for this investigation.
