In france, there is no advertising for the PS3.
There are some advertising for the Xbox360 (with Halo3) and a lot more for the Wii (casual console for everybody) and the Ds lite.
I suppose Sony was waiting to have a better offer will launch his campaign soon.
What is good about this jump in sales, maybe momentary you are right, is that people are reacting to the new offer, price cut, EVEN IF the content is still not here :

Ratchet : not released
CoD4 : not released
Haze : not released
Lair : not released (lol)
Unchartred : not released
So why are these guys buying the PS3 with this new price ????
