Well, considering what one person in this thread already pointed out, this could just be complete bullshit and all of these features could still be in the game.
The game already has 8 cars on screen instead of 16 so I doubt they would need to cut a whole lot more just to help the graphics out.
Did the gameplay videos and/or trailers for Forza 3 show any weather and/or night racing at all?
