it's not even close to Too Human. if i remember correctly MS gave 80+mln$ as a development budget for the first part of the trilogy and then there's PR and huge advertisment campaign. i wouldn't be suprised if the whole Too Human project took 100+mln$ from MS pocket.
Bionic Commando budget was "only" 20mln.
