See this is relative. If they had just released what they had finished when they first delayed it the game would have sucked awful. But if they keep delaying it until it is done it will be "better" than that.

I can do you one better:  If it had been released 'as is' back in the day it would have been a forgettably shitty FPS; the drooling, senile end to a beloved series.  But the neverending "delay" has made it immortal -- the game is a legend. 

You'd almost think it was on purpose -- "Duke Nukem Forever".
