If that's the case, why haven't we seen Taiwanese developers making games for Xbox360?

Piracy issue, right!  Maybe that's why the Taiwanese government is willing to sponsor this project and the developers are willing to participate.  It doesn't make sense to develop games mainly for Chinese market (i.e. Hong Kong, Taiwan, China, and Singapore) on consoles that can be easily pirated (i.e. Xbox360 and Wii).
