Of course not that is why I said "a little". If other things are factored in, and he has weak hardware that wouldn't be able to run the game at 60fps with these graphic setting that could affect it. I'm just saying that it is possible if you have strong enough hardware to run that at 60+. Though it would probably be very expensive due to the poor optimization of the emulator.
