I am from Taiwan and I think I can answer your question because I read Taiwanese news.
No, Sony will NOT move or open any 1st party Studio to/in Taiwan. The whole purpose of this deal is to help/train Taiwanese companies and students develop console/handheld games (mainly for PSP and PS3 of course). Taiwanese companies have been doing OK on the PC games, especially for MMO games, but lately been facing the strong competition from companies in China. Moving towards console/handheld makes sense for the Taiwanese developers but they need tech supports and license from the manufacturers.
Taiwanese government sponsor this project because the results should be win-win for everyone: government (tax revenue, jobs) and developers (sales). Of course Sony will benefit from it otherwise why would a Japanese company want to participate in this project? But the most important part of this project is: the Chinese market. By the time these Taiwanese developers come up something for PS3/PSP, I believe these devices will be much more affortable than they are now. The Chinese market is the only hope Sony can win this HD console race.
This move should make Microsoft pretty nervous. But I doubt they are not working on something in China. Microsoft has their own software developing center in China. So we will see. The console race in this generation is getting more and more interesting.
