This is because there is a workaround to speech, get it anywhere in-between 25-50 which will give you generally decent percentages, then save before key speech points, and retry as many times as needed for success, tedious? Sure it is, but it will pay off. I have basically a juggernaut character touting both Fawkes and Charon(Equipped with full T51b Power Armor) atm and I will post my specs for you once I look them and record them.

Hmm, wasn't aware of this, either way, I see you have the expansion to Level 30 (Im on PS3 so I am currently restricted to 20) so the points shouldn't really be a problem anyways. I would however recommend getting your energy weapons to 100 for the obvious reasons. 

I hear that you can get almost entirely maxed out by level 30, so I'm sure that after level 20, I'll need something to put those points in. In the main game, all the guides say the energy weapons suck. I never used them in my 1st playthrough. I hear the Terrible Shotgun is the best weapon in the game....just like IRL.

Shotguns are the most devestating close range weapon ever devised by man. A 12 gauge Remington Express 00 Buckshot is the equivelant of putting 15 .40 S&W handgun rounds into someone in one shot. Terrible shotgun indeed. :D
