Nah, I put a soothe bell on it at level one, walk around training other Pokemon. Then, when it loves me, I put the EXP share on it, level in up so it evolves into a Togetic at level 2, then use a shiny stone to make it a level 2 Togekiss. Boom, little hardass.

Too bad you didn't have Soothe Bell's in G/S/C.. I had to massage my Eevee/Togepi to get them to evolve.
