Toys'R'Us did this for home consoles. Late 2007/early 2008, Toys'R'Us ran a ton of "Buy 2, Get 1 Free" sales for Wii games. For a while they were running them at about 1 every other month.
I believe they did similar specials for the 360/PS3, but I never heard of them doing those more than once.
