Yes. Of course they have (been working on Halo: Reach since right after Halo 3 released, if not longer).
This job application is not for Halo: Reach, or else there's no chance at all that Halo: Reach will come out in 2010, if they're still hiring key people for early-mid phase programming. So most likely this is for their next project (multiplatform perhaps?)
