It is part of it.  The Right to Bear Arms is enshrined in the Second Amendment.  The first 10 amendments to our Constitution, called the Bill of Rights, were adopted at the same time as the Constitution itself, and include the most-famous First Amendment (free speech, religion, media) all the way to the sadly ignored/trashed Tenth Amendment (the federal government has no more powers than those delegated to it by the Constitution).
