Well technically you could use it for your computer monitor and TV. But 1080p is not necessary on TVs below 50". Infact i dont even think its available in TVs less than 32" and certainly not at your price point.
Most TVs have atleast 1 set of composite connectors (for your SNES, n64 ETC) and you can buy an adapter at any electronic store that will give you more composite inputs.
Basically you need/want
1 VGA/DVI connection (for your PC)
2. HDMI (for your xbox/ps3/bluray player)
3. Component for anything else
4. Composite (your old consoles)
