In other words it won't turn on until in a match against someone you are friends with.
While I understand the "need" for communication in some things like that.... I think it is a good thing you can only talk with friends. Don't get me wrong, I would love if the rest of Nintendo's online talk was more like the other two.... ie a bit more existant first of all, then I think I would prefer headsets to the TV thing (though I hear it works very well anyway) but while it can be good to talk to randomers in game, Nintendo would recieve a shit-load of backlash if a parent came into the room and there were a load of young teens swearing at their son. Basically just because they are Nintendo instead of Sony/MS.

Well, I thought that too, but there were some people who I did not know at all who were using WiiSpeak as well... So I think that it's just if there are ANY 2 friends in the room (Maybe 1 of them has to have WiiSpeak, IDK), then you can talk as well...
Also, If you bought WiiSpeak a while ago, you need to update. That's why mine wasn't working early last night...
