I dont believe it was implemented yet,  all instances of it so far have been specific games and not built into the XMB like it is on the 360.  On the 360 just turning on a second controller you can login as a different account on the same 360, but not so with the PS3. 

I don't think there are any plans to expand it beyond the current implementation.

Take this topic with a grain of salt.  This guy doesn't source his information beyond the 2.80 debug file that apparently has been posted on Sony's press site.
