Then pretty clearly the most impressive game is on the DS or another portable. I might pick Legend of Zelda: Phantom Hourglass. Have you seen some of the iPhone games? You'll be amazed what some developers can do with that hardware. God of War:CoO should also get a mention.
What I can promise you is that 0 games from the PS3/360 will be on this hypothetical list. None of these games come close to stretching that hardware like some DS or other handheld games. How could they? Uncharted, for example, hasn't come close to maximizing the PS3, because Naughty Dog told us so directly. In fact, we hear all the time from Sony that their hardware hasn't come close to being maximized yet.
Using your definition, here is my personal list:
Legend of Zelda: Phantom Hourglass
God of War: Chains of Olympus
Plants Vs. Zombies iPhone
Dragon Quest IX
Resistance: Retribution
I'm probably missing many iPhone/Smartphone games, since I know less about them. Regardless, your list is ridiculous given your apparent constraints. Any mention of PS3/360 games is absolutely laughable by your definition. None of those games come close to pushing the constraints of their systems.
