If I recall correctly, Rare wanted to release an updated version and the classic version on XBLA and only the classic version on the Wii-VC.
All three parties had to sign off on this -- and Nintendo said NO. It did not want its console to look poor by comparison.
So while the OP is in no way a Nintendo Leader. He is sort of right that Nintendo has elected not to have this release on the VC. But it is much more of a wise business decision than anything else.
