There is a noticeable difference using component cables for the ps2 (I don't think they are the PS3's very own component cables, they were around before the PS3 was and the PS2 has a RGB/YPbPr toggle in the PS2's settings).
Haven't played PS2 games that support progressive scan (a few do), but even with those who don't the improvement in colours shows, and the picture is sharper. Haven't tried SCART or S-Video on the PS2, those might be enough, but over using composite component cables are really worth it.
