I can understand him being disappointed that Real Time Worlds isn't doing the game but he stated in the past that they were too busy with APB to work on Crackdown 2. I don't understand him being miffed at the game being developed by Ruffian Games. They are comprised of members of the original Crackdown team. If MS would have waited on RTW to finish APB, Crackdown 2 would most likely be a 2012 game or possibly a X-box 720 launch title.

Possibly the Ruffian guys left on bad terms. Also, RTW seems to resent there being another studio starting up in Dundee. And they're kicking themselves for letting Crackdown 2 slip away.
