It seems that you don't realize Final Fantasy has strong sales all over the world. However, franchises like Dragon Quest and Monster Hunter depend almost entirely on Japan sales.
With that said Final Fantasy XIII should sell great even if Japan doesn't get out of its "funk." But we already know the FFXIII demo in Japan gave a big boost to PS3 consoles sales and that's a good sign the game is in big demand.
