You have completly missed my point (or you decided to ignore it). I said most games, and then I refrenced Halo, along with several other games, not Halo 3. We are looking at the first two weeks of sales and declaring the game has bad sales because it has a 'bad ratio'. But what is a 'good' ratio?
Under your argument a game can be released and in the first week sell a million copies, but it will be a failure because only 2% of the Wii owners bought it (less than 1% if its on the PS2)! Under your argument, for example, Lego Star Wars:TCS for Wii was an utter failure because it only sold 110,000 units in its first two weeks (The Wii had an install base of about 12 million at the time), so your ratio would put that game at less than 1%. FAILURE! But, wait, that game has gone on to sell more than 2.5 million on the Wii alone. I don't believe anyone would claim that a game that sells 2.5 million copies is a failure-- it doesn't matter how big the install base is.
