Of course the PS3 is limited with textures. It would have to have unlimited specs otherwise.
As for more powerful, that depends. If you look at the specs, the sytems have certain abilities over the other. In terms of overall power the Cell has the most, with proper use of the SPEs, but the 360 has more overall RAM, with a slightly stronger GPU. Therefore, the 360 is not more powerful, but it will be close.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
