While it goes without a doubt that RB is better than GH, I think that's not the reason, companies would go to the place that sells more, regardless of quality. I think that the reason is that the GH audience is more "casual" in general, thus it's less likely to buy DLC as the more "hardcore" RB audience.

Plus if you compare the sales of GHWT and RB2 in 360 (which is more likely to buy the DLC than the Wii, for example) they're not that different
