I really don`t know why MS allows Pc piracy like this
What's it got to do with Microsoft? They don't own the PC platform. Their core business is Windows (and Office) and they're simply not going to fuck with that- the XBox is just an interesting sideline and a defence against a possible encroachment of Sony into that area.
