One question, though. Why should MS care? More piracy on Windows means more users locked in with their OS.

And if developers go too close to the breaking point, risking the business and thus the appeal of the ecosystem, MS can offer migration or extension to the Xbox platform where the developers make them more money. Looks like win/win to me.
