Your conclusion does not follow from them creating an engine. They didn't make an engine to satisfy some tech fetish. They did it to make development more affordable by reusing their engine, and to allow their game developers more flexibility. If you listen to the developer commentary in Portal, they had to make a lot of changes to the engine to handle the portals, surely that would have been harder if they did it with an unfamiliar 3rd party engine.
Yes, Valve has technically capable developers who are perfectly capable of handling the tech behind games. No, that's not the main focus of Valve as a whole, their main focus is to create good games.
