Sales indicates consumer appeal, so in reality it is correct, if game A sells more than game B then it is the game that more people will enjoy, and thus the best of the two games.
Sales can be influenced by lack of exposure of course, but none of Killzone2, Halo3, Forza3 and GT5 will be able to claim anything close to poor exposure.
