I would put it down to library coupled with price. The 360, I believe, still has a stronger high profile RPG library than PS3, hence we're seeing their is a base demand for 360 in the region now of adopters willing to take advantage of the 360's lower price. Of course the 360 number is still very low and I'd say that overall MS has gone from nowhere in Japan to dead last, but at least they've 'moved the needle'.
PS3 has a somewhat higher base level but really could do with a stronger Japanese centric library coupled with a price cut to get a higher base level of sales. Of course it looks like over the next 9 months the PS3 is going to get plenty of titles, and with FFXIII exclusive in Japan will likely roar away from 360 beyond recall in that region - but a price cut would seal the deal.
That's my take anyway.
Try to be reasonable... its easier than you think...
