Actually GTA Wii has a very high chance of being developed. Reggie Fils-Aime said that he'd "love for GTA to come to the Wii but that is Take Two's decision, not Nintendo's."
And if you ask Viper or Bardicverse they may tell you that they already have a dev kit for the Wii or a ported engine for a GTA Wii, I know of a few developers you'd never expect to see to develop for Wii but in fact are. Valve is one of them. They already have a dev kit for the Wii and from what I've heard the source engine running on the console. Doug Lombardi was considering bringing L4D to the Wii.
