Lol no it wasn't. It's the full retail game.
EA made statements like "you're not getting the whole game" when in reality, you just aren't getting the extra neighborhood, which retail copies don't come with either. The extra neighborhood is unlocked when you register the game (or you can find it many other places on the net).
The pirated version is as complete as it gets.
