Got a reputable source on that? Google search turn up mostly references to cosmetic surgery, one reference to a patient getting a specific procedure done in the US (paid for by our public insurance, anyway), and one reference to a particularly rich and famous politician getting treatment in the US.

USA: 15.2%
Sweden 11.5% (second highest spender)
Canada: 9.9%
It's true, some rich Canadians go to the US to get a procedure done faster. On the other hand, some Americans go abroad to get procedures (again, it's usually, but not always cosmetic) done cheaply.
