I doubt the 360 is modded more than the Wii. You don't even need a mod-chip to mod the wii. Also, there is not a huge problem with modded controllers, especially Halo 3. Play every other day with no problems. I would also like to see some real numbers to back up your claims. I hope you realize that nobody will take such gibberish seriously. A little effort goes a long way. Heck, one source would go a long way.
