I think the point of the expansion will be to include some new fitness device, like the tension straps which ship with the original package, and integrate activities using this new device into EA Sports Active. So DLC isn't going to be an effective way to distribute these expansions.
And then there's the fact that the Wii already supports DLC for retail games...
