Nope... and even if it was those 10 million wouldn't all be clumped into te timeframe set by the OP (first 2.5 years of the console life)
VGChartz is pretty much spot on for the PS2 in the Americas, it is 50k/1million overtracked in Japan (going by Famitsu and Media Create) and in the 5 major countries of Europe it is also slightly overtracked (~1 million)
It is possible it is undertracked in the other PAL regions, but not by 12 million that's for sure (2 million to negate Jp/Eu overtracking)
