Too often users completely plagiarise the article. Giving the link as a source still does not make it ok to copy the whole article without the author's permission. I guess the main problem is with people who copy the whole article. If you forget to post the link, you receive a warning and that will eventually expire. That is fair. Well considering scans are allowed, I doubt we will be seeing that changed any time soon.
Even news articles hotlink images from other sites sometimes, and copy the content (although I'm not sure if some are by the same author or through partnerships).
