I believe that there are less French speakers then you think. Most French hardly speak english so they don't come here in the first place. I doubt that a language overhaul would change that. Spanish speakers we have a-plenty, mostly from Mexico I believe.
On sheer guessing, I'm betting that the next major nationalities here are German and Dutch.
