You do know that the COD/MW series is IP of Activision, right? Basically Activision tells them what platforms to make the game for. COD4 didnt have an engine for the Wii at the time, but now they have the engine they used for COD WAW on the Wii. This opens the path for COD6 development, and after seeing the Wii version of COD WAW sell over a mil units (effectively making 20-30 mil - double + the initial investment), Activision told IW that they HAVE to make a Wii version. Once a developer is making a publisher's IP, they are under the rule of that publisher. So even if IW absolutely hated the Wii, if they want to make MW2, they have to follow what Activision wants. In other words, they were told TO make the game.
